Portland Housing Authority (PHA)

PHA invites the public to review and comment on proposed changes to the Annual Agency Plan Update 2026, which includes updates to PHA Capital Fund Program, Housing Choice Voucher Administrative Plan (HCV Admin Plan), & Admissions and Continued Occupancy Plan (ACOP).

These PHA Plans outline administrative policies, funding priorities, and program improvements for Public Housing and Housing Choice Vouchers. They include policy updates, financial planning, capital projects, and compliance with fair housing laws.

The draft Plans will be available for public review and comment from February 13, 2026, to April 2, 2026, at the following locations:

  • PHA Main Office – 970 Baxter Boulevard, Portland, ME 04103
  • PHA Website under Public Notice – www.porthouse.org

This information will also be posted at all PHA Administrative Sites.

PHA invites residents, participants, and stakeholders to provide input on PHA Plans. Feedback can be shared in the following ways:
