RFP Results Announced


Portland Housing Authority received five (5) proposals in response to its Request for Proposals for Project-Based Voucher (PBV). Proposals were reviewed and scored based on the submission requirements and selection criteria. On Sept. 5, 2019, the PHA Board of Commissioners selected the following proposals for the allocation of 60 Project-Based Vouchers:

  • Unity Village, Avesta Housing: 5 Vouchers (Existing Housing)
  • 83 Middle Street, Community Housing of Maine (CHOM): 25 Vouchers (New Construction)
  • 66 State Street and Phoenix at Danforth, 2 phases, Developers Collaborative: 23 Vouchers (Substantial Rehabilitation/New Construction)
  • 47-49 Boyd Street, Portland Housing Development Corporation: 7 Vouchers (Rehabilitation)

These additional rental units will support and serve low-income elderly, disabled, homeless individuals and families; and provide services for those tenants who need them.

Documentation that identifies the basis for selection is available for public review at PHA, 14 Baxter Blvd, during normal business hours, Monday-Friday, 9 AM to noon, and 1 to 4 PM.
