PHA awarded Mainstream Vouchers

Portland Housing Authority (PHA) was awarded 28 Mainstream Vouchers (MSV) in September 2018.  MSVs are a sub-set of the Housing Choice Voucher (HCV) program and are awarded to Public Housing Authorities through a competitive Notice of Funding Availability (NOFA) to serve low-income households that include person(s) with disabilities. The program is designed to help tenants with disabilities live independently in the community. This program helps to further the goals of the Americans with Disabilities Act by helping persons with disabilities live in the most integrated setting. The program also encourages partnerships with health and human service agencies with a demonstrated capacity to coordinate voluntary services and supports to enable individuals to live independently in the community.

Persons with disabilities often face difficulties in locating suitable and accessible housing on the private market.  MSVs enables families with a member who is a person with disabilities to lease affordable private housing of their choice.  Only a family that includes a disabled person and is eligible may receive an MSV. Potential MSV candidates will be selected from the combined Maine HCV wait list who meet one or more of PHA’s preferences.  PHA will give preference for an MSV first to those households who have members who are adult disabled persons who are not elderly (are of age 18 but no older than 61 years of age) and qualify for the following preference. 

The disabled person indicated as:

  • transitioning out of institutional or other separated settings;
  • at serious risk of institutionalization;
  • homeless; or
  • at risk of becoming homeless

The MSV program regulations and requirements are applicable under 24 CFR 982 for Housing Choice Vouchers with exception of Wait List and Application Management.

In order to apply for a Mainstream Voucher, you must have an active and up to date application in the Maine Centralized Section 8/HCV Waiting List. If you have not applied for the Housing Choice Voucher Program or you want to update your application, you can do so online. You can also apply or update your application by going to any of the Housing Authorities listed on the website
