LPPCH (Limited Preference Program for the Chronically Homeless)

Program Overview

Portland Housing Authority (PHA) and the Partnership of the City of Portland Social Services, Opportunity Alliance and Preble Street, Preble Street being the lead agency (the Agency), have entered into an agreement for the creation of a Housing Choice Voucher (HCV) Limited Local Preference program (LLP) for Chronically Homeless persons and their families called LPPCH (the Program).

Who is Eligible?

The program is designed to provide chronically homeless non-elderly persons and their families with affordable housing under the Housing Choice Voucher program.

Services Provided

The PHA shall provide the housing subsidies and Preble Street shall provide the supportive services and case management for at least 6 months post-lease up.

These services are designed to give the person/family support to settle into their housing, make adjustments to their role as a tenant, or make referrals to other agencies for medical issues or work programs, if required.

The greater their housing stability, the greater their chances for a successful tenancy.

Subsidies Funding and Furthering Fair Housing

The subsidies shall be funded through the current HCV ACC of PHA with the Department of Housing and Urban Development. The Agency shall affirmatively further fair housing in identifying non-elderly, chronically homeless who are eligible for the Limited Local Preference Housing Choice Voucher and who could benefit from the supportive services provided by the Agency.
