At one time Owners were able to get money from the U.S. Department of Housing and Urban Development (HUD) to fix up their properties and after completion receive unit-based assistance on them.
This program was called the Section 8 Moderate Rehabilitation Program or Mod Rehab. Funding is no longer available for new projects.
Portland Mod Rehab Units
Portland Housing Authority (PHA) currently administers one contract with an owner here in Portland. The owner receives housing assistance payments from PHA to make up the difference between what the tenant pays and what the rent actually is.
